Just played a game as Teemo and for some reason Exhaust didn't cut her passive damage like it should and Teemo's blind didn't prevent her from proccing her passive for full damage. In effect, Exhaust and Blinds have zero DPS effect on Fiora.
Like 100% sure this is a bug. I highly doubt Riot would let her damage be immune to any kind of mitigation.

Also Blind doesn't stop her from using q to prock vitals. 100% sure =/= highly doubt. There are always forms of damage mitigation such as hard cc silence and death. Remember champions do significantly less damage while dead :^)
That's because it's true damage, which isn't mitigated by anything, hence "true".
