Other programs appear to minimize for a split-second while playing League?

Basically another program will appear and in the same instant minimize while in a game of LoL, it happens randomly, sometimes not at all in a single game, or it can happen multiple times, though it doesn't prevent me from playing, the game stays in focus. It's just distracting and looks weird (kinda glitchy in appearance) and I've not seen a solution when I've searched around (or found any discussion of the problem).

As far as I know these programs (and it's not just my browser [Chrome] that does it from what I recall) do not otherwise attempt to force themselves into the foreground at any other time, so I'm not sure why it's doing this during games of LoL but never any other game. I think it might still happen with all other programs closed (besides ones on the right side of the taskbar, the firewall & such) but I do not recall. If it does, it probably shows the desktop minimizing.

This is the only game it happens during, and as far as I recall it's gone on for as long as I've played on this computer (about 2 years, owned the computer for longer but still a fairly powerful desktop), not sure if it also happened on my laptop that I first started playing on. The CPU is Intel & the GPU AMD if that helps. My Desktop was out of commission for a while 2 years back when my Motherboard died, and I started playing LoL for the 1st time on my laptop before switching back to this desktop after replacing the MB.
