[BUG} Cheap shot doesn't work with slows
Cheap shot on Soraka Q doesn't work? It's a slow. Has to be a bug.

I believe it is functioning as intended for me. It works for me. Perhaps the issue lies in our expectations.
Cheap shot will not activate on its own with Soraka. You need to apply a different source of damage after slowing or silencing an enemy. There are probably other champions that can do so on its own. I have no explanation for that. For balance concern, I think cases like Soraka is intended.
A little unrelated... silence works too! It's "impaired action", which tend to slip through my mind.
