No exp in matchmade game, no lvl up at 0 exp needed for lvl up, Substructure 43 mingame time too low

Reached 0 more experience needed to level, but next game did not level up. In fact I got 0 experience for a matchmade game. AAm I missing something here? I Googled "0 experience match" and "did not level up" with League of legends additional search text which yielded no results.

This feature (if it is indeed one) is not explained well. Should I not be playing league if there is no bonus to winning the matchmade game?

Additionally, Substructure 43 game type needs to have a reduced min game time limit. It is a fast paced game meant to finish sub 10 minutes usually. Hate to see that a game should have a narrow window to complete within.
