Teemo + Sunfire Cape bug/undocumented change

Hi.

Sunfire Cape on Teemo reveals him (completely knocks him out of stealth) if it hits enemy target.

It never did that before, and I can't find anything about this being changed, so it's either a bug or just undocumented change.
