Happened today, first time ever, I'm able to login in forum but not in game.

It happened to me once, I just spam the login button and somehow made it in. But this was 2 years ago, just send riot a ticket and I'm sure they can help you

the problem was in the game, once i unistalled and reinstalled it was fine
