is fiora still able to block summoner spells with her w?

when you use a spell (q w e or r) and ignite/exhaust and fiora uses her w, your summoners are on cooldown but nothing happens.

to me this is/was clearly a bug and im not sure if anything got changed so i better ask you guys!
