[Gameplay] Bots do not use teleport summoner spell

When playing with bots that have equiped teleport (mostly tanks), they never use it. Same thing happened with Barrier. This only happens on summoners rift. Twisted treeline bots use teleport actively.

If they are not supposed to use it intentionally, there is no reason for them to equip it.
