Xerath Q disables & R doesn't follow cursor

I was killed mid Q and when I tried to use it after spawn it no longer worked.

Also, I have a weird problem where R won;t follow my cursor. Example: I'll point at a bush on the side, but it will shoot in the middle of the lane instead. I have to really guess it when I use R. This is how it is from start of game to finish for me. His ability and my mouse do not match up.
