Random nonresponsive character for about 20 seconds

I was excited to play today because of the update so I jumped on to a game of ARAM and in the middle of the match, randomly my character would stop moving and just stand there. I looked at my ms and fps, completely normal. It would happen randomly and last for about 10 to 20 seconds. I don't know the exact time but It felt like awhile. My character wouldn't respond the keyboard or mouse, but yet I was still able to type just fine. I wasn't able to send signals though. I really don't know what this is, but I wouldn't think its on my side, considering its only my character that stops responding and everything else in the game acts normal. I also tried a game of normal draft pick and the same thing happened. I don't know what this is, but its not mentioned in the bug notes, and I can not play with it.
