Season 9 Flex Rank Queue - Not Accepting Similar Leveled Players

I just tried to go into a Flex Ranked game with my buddy. He is in Gold IV and I am in Silver IV. If I understand correctly, Flex is supposed to let you invite players that are 3 Ranks behind you (Bronze, Silver and Gold in this instance). When we got into the queue however, it said that our ranks were too far apart to start the queue. Is this a bug or did Flex just become another solo/duo queue? I couldn't find anything about it in the patch notes, so for now I'm assuming that it's just a bug.
