All Champions Are Locked and Skins are locked in pick/ban phase

Today (10/30/2019) all my champions are now considered locked as if I didn't own them. I can still pick them when in a match, however I can not change skins in the pick ban as they are "locked" as well.

This happens every time I log into league.

I have restarted my computer, and reinstalled league yet the problem still persists.

I would appreciate a fix ASAP.
