Are key fragment drops bugged?

I have received two key fragments the entire month. 22 days, 2 fragments. Unless I'm forgetting one that completed a previous key, which would make it 3. Still, 3 key fragments in the time it took me to earn 3 chests is a REALLY bad drop rate. I know honor was reset, but I'm still supposed to get enough fragments for 4 full keys at honor 2, right? Is anyone else having this issue?
