Kled bug

I'm pretty sure this is a bug, sorry if I'm wrong. So I was jungling as Kled, and I lost Skarl as my mount. So after I lost Skarl I noticed killing jungle creatures wasn't filling the bar back up to mount Skarl again. Is this a bug or intended? Like, it states that killing enemies refills Kled's bar which allows him to mount Skarl again. Like it wasn't filling up at all, except when I'd go into lane and kill creeps/attack towers champs. Once more apologies if this is intended and I'm ranting about nothing.

It's intended by Riot, but I have no idea why. Their reasoning was they didn't want him just quick-farming jungle creeps in late game for a quick access back to Skaarl in late. That's just stupid in my opinion and locks him out of a viable position (he could jungle perfectly well if he could get Courage from them). Perhaps limit the jungle monster Courage gain to only if Kled has Smite?

The amount you actually get from executing lane creeps isn't very much at all. You have to clear like 2 waves of straight farm to actually re-mount skarl. I don't understand what the bgi deal is about it. Thanks for the info tho, friend.
