Can't open shop or use keybinds at the start of some games.

This has been happening for a while, and I have seen that many other people have reported this issue, but somehow I still haven't seen a single RIOT response on it. Some games when loaded into, you can't cast spells or use any keybinds except for typing in chat, and the only way to fix it is to restart your client and reload to the game, and sometimes even this needs to be done 2-3 times. It is infuriating and ruins a lot of games. Can somebody from Riot please answer because I know a lot of people have this problem .
