[GAMEPLAY] Runes Changing at Game Start

My friend has been suffering from this for a long while. At random, his runes will be automatically changed to the preset Inspiration page at the loading screen. I also experienced this problem about a week ago, but have since stopped experiencing it myself.

He's a top lane main, so rune choice is extremely important for trading when you're melee most of the time. He's been very depressed about this, since he's desperately rushing to get the points needed for the prestige skin. The constant loses he's experiencing from this are making him want to quit the game, and honestly I can't blame him.

Client restart, computer restart, and repair have not fixed the issue.
