[Client] Client desyncs during champ select and I am unable to lock in a champion

When you join a lobby the countdown will continue to zero then stop counting down. Chat continues to function. When it is your turn to lock in, there is no button to lock in and the server kicks you from lobby and issues a dodge penalty.

Connectivity in game is normal: 31-32 ms ping; <2% packet loss to server. I have run Hextech repair tool and full reinstalled and still observed the issue.
