Possible bug, oversight, or even possibly intentional

Just played Fiora vs Viktor. WE won so not a salt thread lol. But during the game I noticed something odd...I would parry his zone's stun with my W & stun him; however, I could follow up with nothing. After a few times of this I finally figured it out. Viktor's zone is acting as a continues stun(or it stuns a billion times a second for its duration following the initial stun) So no matter how well you time your W as fiora your going to be 100% stunned coming out of it which is odd.

So my question is. Is viktors zone supposed to function this way or is it an oversight/bug?

If it is as you described, it's a bug. There is not supposed to be any additional effects after the W stacks reach the level for a stun.

Thank you for your contribution.

It stacks slows, then slows become stuns. So I think what you're parrying is a stack - and not the culmination stack effect, if that makes sense.
