[CLIENT] Can't change or edit rune page in champ select Ranked Solo Queue

I'm having the exact same issue as someone that posted a while ago and got no response, so here's my copy paste

"In champ select, when trying to change my rune page or edit it, I was given the message "You can pick your rune page starting at level 8..." I had to dodge and suffer the LP penalty and dodge timer because I was not running Press The Attack on Anivia. Button was grayed out to edit and could not switch pages because it was also grayed out. It may be because teammate banned champ I hovered? Not quite sure. This was in Ranked Solo Queue, I am level 80 and this is my first time experiencing this issue."
