I am stuck on level 5 Masteries
My champs are WAAAAAAY above level 7 in terms of exp ... but they are stuck on level 5 and can't get 6 or 7

You don't get mastery level 6 or 7 just by playing the champions. There's more to it than that. Read this for more info on how to get mastery level 6/7.
