Veigar Spellbook bug?

(This clip isnt mine, but the same sort of thing happened to me.) In a recent game of mine I played against a Veigar mid with spellbook. They started out the game with Flash and Heal, and later on exchanged heal for tp, and flash for heal. However, when they currently had both Heal and TP equipped, they were able to flash. This was a bug on my side, because when I hit tab and looked at the scoreboard it showed me that Veigar had heal and tp. thats it. funny enough, eventually later on in the game they had TWO teleports as well!! RITO PLS FIX!!!
