Shaco box (w) does not proc frost queens

It's intended, i've been fighting for this to be fixed for months now and they havn't done shit.

I'm fairly certain this is intended. Shaco's Jack in the Boxes have never procced any item effects, like the Spellthief's item line, Rylai's, or Luden's.
