resources loading improperly

So i have been having this happen with increased frequency as of late. In about 50% of my summoners rift games I have minion attacks that are different colors, ability animations as different colors and so on. I know that this can happen every now and then, but it has been happening quite often now. I did a repair and that didnt seem to fix it.

I am curious if this is something occurring as a result of bad signals from the server during loading.
