Fps seem lower?

Running I7 5820k 980 ti 480gp ssd

used this set up since late 14 never had issue except for when exceeding 300fps the character kinda teles but i just capped it at 144.

start of the game im fine it when minions seem to come out the fps drops too 150 and 135 which would be normal if i was streaming, i thought maybe my pc but i did a clean and everything, and i notice streamers also have lower fps than before as well with 123 and some even around 80 and 60.

curious if anyone else has been experiencing this?
