possible janna bug

ive noticed that when you try to q then instant cast the nado after putting it down if you only have enough mana to use q once you cant instantly shoot it off you have to wait a short amount of time. idk if this is intended but i kinda feel like it doesnt make since if the launching of the q doesnt cost anything
