Minimum reward for level up capsule @ level 12?

I thought someone said that around 800 was the minimum value of a capsule for leveling up. My friend just hit level 12 on her new account and all that was in the capsule was 450 blue essence. No shards or anything else. Just 450 blue. Is that a bug? Or was I misinformed about the minimum value possible?
