"Loot is functioning as expected." - Rito 2016

So does this mean that the loot and chest earning system is suppose to be wrecked? I mean, people not getting their deserved chests is normal then, right? OR are we just ignoring the few tens and hundred of people who actually reported the problem and the others who only dealt with the bug but haven't reported it? Please take a look and give a proper review for problems that are not upvoted by 50 or 100 people, because those problems still exist. (Not getting the deserved chests seems a bigger issue to me than not getting your champion rank at the post-game screen.)
