Matchmaking bug

After about 15-30 minutes of matchmaking on my level 20-29 account i've been consistently getting matched against d5-challenger tier players one of the players addressed this by saying it bugs out after 15 minutes and kinda just dumps any available player in the queue into the game as your priority increases. Although my whole enemy team was d4- master this time my team was level 25-29 with the exception of one diamond 3 player to somehow balance the scales isn't there just a better way for matchmaking to work for the lower level players for normal games?
