Toxicity in pre season

I just had a gangplank intentionally feed through zero provocation after dying once in lane, after wards he proceeded to run down mid lane dying over and over again just to end the game faster. This ruined a promotional game for another player on our team and kinda made me decide I am not playing ranked for the rest of the pre-season especially since I've heard its pretty prevalent since you don't lose your ranked rewards for season 5 or so I've been told.

This player also referenced that this is just a smurf account in plat 1 does riot investigate other accounts the player might have and give them the same restriction?

Finally will the new season come with higher penalty for players who "gatekeeper" someone in their promos as i felt fairly sorry for the support player struggling to get into diamond as I myself have been trolled quite abit at that wall which even if you do make it into diamond you still have to close the huge mmr gap left by the installation of master tier.

This is a brilliant idea if carried out well by Riot. I'm also tired of the intentional feeders brushing off your report threat by mentioning it is "just a smurf". However, some people only have one device to play on for whatever reason. So Riot would need to investigate thoroughly.
