Teemo bug (bugs?)

Okay, 1st of all... Not 100% sure it's a bug:

Teemo's E procs Thunderlord's Decree. It never did before (though, a lot of DoTs do, that's why I'm not sure it's a bug).

And 2nd, way more important:

Omega Squad Teemo goggles shine all the time (and they should only do that when Teemo's in Guerilla Warfare). Fix Rito.

Im really late on this but that's not a bug. Even AA's proc TLD.
