Warwick can't lock in unless you choose a different champion after and then switching back

I'm playing a game right now in where in champion select, I chose Warwick, and tried to lock him in. Unfortunately, I could not lock him in because it was locked. I managed to fix the problem by choosing another champ and then switching.
