[Gameplay] 40% magic pen or 42%, Dragons "Auto Attacks" not working on Thornmail. few other things

Riot please The first image is showing that it says CDR cap is at 40% even with Intelligence

The second image bugs me because I am not aware of Annie champ with a base AP higher than 0 the whole time so the 0+X should only be X

Also on the AP image but the it says "you do UP TO (current amount) more damage with your abilities" Even though some champions have higher than 1.0 ap ratio, like Ekko Ult and would actually do more than that

The 3rd and 4th image shows a big issue, If I have 7% magic pen from Piercing Thoughts and then I add 35% from Void Staff shouldn't it read 42%?

I am no math wizard but I think I am sure that 7+35 is 42.

Just want to know if that is being incorrectly labeled as 40% or if you are scamming me of my 2% magic penetration

Lastly do Dragon's attacks not count as basic attacks? I tested it out and Thornmail does not apply on Annie of the dragons BUT Annie's E does proc the damage

Annie's base AP is 0. Everyone's base AP is 0, always and forever. It's basically just copy/pasted from Attack Damage with the changes to pull AP values and use AP color coding. Ability power "up to" is misleading, but generally MR and DR can reduce it (although negative MR increases it, which is where it's misleading).

%penetrationsare multiplicative, not addative. It still doesn't quite add up still, but that definately factors in. Only thing I can think of is it rounding up to nearest 5%, as the multiplicative number comes to 37.45%.

Dragon attacks count as spells. Pantheon is responsible for this.

So no major bugs, but some smaller display issues, like CDR cap and Magic Pen % number display.
