bug with thunder lord mastery

i was playing project zed in a bot game and would auto the enemy 3 times and nothing would happen i thought maybe i need the 4th auto so i keep autoing till the bot died and nothing happend i did not get the debuff for thunder lord

it apparently doesn't work if someone else on your team has it. who ever is positioned above anyone else who has it gets to use it and no one else on your team does -_-
