[Gameplay] Azir - Azir cannot do damage to the inhibitor tower when his soldiers are near by the tower

On Azir, when summoning soldiers near the inhibitor tower, Azir will control the soldier to attack the inhibitor tower when they auto attack. However, no damage is dealt, although they still have the attacking animation. It will have to wait until the soldiers disappear, and then Azir can use his auto-attack to hit the inhibitor tower.

1. Summon soldiers near by the inhibitor tower
2. Attempt to hit the inhibitor tower.

I have tried this in two game modes, Summer’ Rift and Howling Abyss, and this happened in both game modes. I only used the classic skin for Azir. Items do not affect this bug.
