[GAMEPLAY] [CLIENT] Chat broken, ghost disconnecting

Ok so, I've been having 2 separate but related issues, related only because they happen 50% of the time with each other.

Sometime's when speaking with friends in little chat box, new messages won't make the chat scroll down and when you do message it copies the past however many messages.

(This is an example)

Razgriz990: Hey! Whoever: What's up? Razgriz990: Hey!

nothing much want to play a game? Whoever: What's up?

Nooooo its doing it again Razgriz990: Hey!

nothing much want to play a game?

......... please fix this!!!!!!

One time it even sent this weird thing as part of a message like ~Chat or something, I assume part of the code?

So this happens, then say we get into champ select it does some weird stuff, like how many players clicked accept doesn't properly show up and the icon is out of the box. The champ select chat is ok but the private message is broken.

The next thing is game related and game breaking. I keep having this issue where my fps is 60 (normal) and my ping is 87 (also normal) but i experience disconnection style play. Like sometimes my clicks don't go through and I'll just stand there AA or moving wherever I clicked and not be able to change. Now the difference between this and actual disconnecting is everyone's actions are still going through, everything is fluid, different skills are working, basically everything ingame but me is working. My ping doesn't change but my actual fps drops to like 15-30. When this happens I usually tab out right quick and make sure my internet is working, and everything is fine.

The chat is just annoying as hell, but the game bug is terrible I've gotten that in the past 9/10 games I've played. After it happens more than once I give up and play something else. Any other MMO's play like they always do so I don't think it's my internet or my computer.
