Why punish me with no record or history of leaving (Bug)

So i have never left, afk, or gotten punished for any reason. I try picking my champ and it doesnt let me lock in. I try picking different champions to see if it will let me lock in and it doesnt. So i get punished for no reason and lose 3 lp (yeah its nothing but its dumb)and have to wait to q up again
