[Gameplay] Tahm Kench is unable to use devour on Xerath

Tahm Kench is unable to eat Xerath with his w. I found this out during a ranked game when I, playing Tahm, was unable to eat Xerath. I was not out of range. The bug netted two unnecessary deaths for him and one for me, and has been active for at least 8 months.
