A tip in game
So you know those tips that show during the loading screen when going into a match?
There's one that states the maximum CDR is 40% when the cap is now 45%

Technically no. Normal game mechanics is 40%. You need to go out of your way to get to 45%. Tip is perfectly accurate.
it's still 40% DEFAULT for everyone
it only gets lifted to 45% when you add points into that specific mastery which allows them to bypass the default.
and even then this isn't really a bug, it would be a small update/fix for the cycled tips to make sure they're up-to date with current mechanics, probably QOL level touchup.
