Game is Freezing Instantly After Loading Screen

After installing the new league of legends patch 9.23, my game freezes immediately after the game starts. Ive attached a screenshot to show you all what it looks like. I have never experienced this before and im not sure what to do. Once it freezes I can control alt delete to open task manager, this causes league to black screen and not be reopenable, so I have to windows arrow my task manager to a different monitor then end task. When I reopen league the freeze happens again. Also (less important but still weird) my client before the game has lost all of its sound.

These are the things I have tried:

Repairing the Client. (happens instantly, so Im assuming its not finding any issues)

Uninstalling and Re-downloading. (Same issues are still occuring)

Clearing the games cache.

Reinstalling/updating graphics drivers. (I have a nvidia geforce 970)

So those are the blatant obvious things to try. Other than those I do not know what else to do. Any opinions? Is anyone else having this issue?
