How to replicate:

Go in a custom game.
Have the culinary master mastery
Buy 2 or more biscuits.
Get Damaged.
Use the biscuits in quick succession while checking your health for sudden boost in health.

Since potions are "queued," as you can see by looking at your buff section in the HUD, soI think you get the 20/10 every time the new biscuit is actually queued up and currently healing you.

Which is kind of bull if you ask me. Sometimes you need that immediate 40ish health. You paid for it by going into the utility tree, after all :/

This is intentional. Been this way since their release.
