Morgana Ult Won't Activate after a Flash

Sometimes after a flash it can take a full second or so of jamming the R button to activate Morgana's ult. This appeared a few patches ago and has been bugging me ever since. I don't have a video of it, but I've been assured I'm not the only one experiencing it.
