URF mode cooldowns not taking effect

Playing in URF mode as Ezreal, upon firing my ult directly from respawn, the cooldown reduction was negated and reverted to the usual 60 second-ish cooldown. I believe this has something to do with the cooldown reduction being applied slightly after respawn, so any abilities used quickly enough at spawning might not receive the cooldown reduction.
