IS this happening only to me?

I que in Flex Q, During Champ select, i can use the chat, i see people telling me to ban, i can write to them, but i cannot interact with the client.

I see the timer stuck at 0 seconds, and then the chat stops, after a while i get the widnows that tells me to RESTART/SHUTDOWN the client, and when i do, i have the penality and the LP loss.

This happened twice already in 2 hours, i lost idk how much LPs, and it happened again durign the whole week. its getting REALLY annoying.

I changed connection not long ago, i had connection issues with both league and Discord, but it doesnt happen anymore on discord, i used to disconnect for a second and then reconnect, i am trying to understand, is this a client problem or a problem of my connection? i've heard of other people having the same issue, and it happened more than once to read people in the chat that they cant ban/pick.
