How do I fix this?

This has started happening around patch 8.7, I don't understand why I have to keep restarting League and then having to go to the Task Manager to end all the league processes and re-open it and then repeat this process like 4 or 5 times to actually get a client where it shows me the friends list. The store works, I have no lag, everything works, but I can never see anything on the friends list or my name and status message, I looked this up online and it's frustrating how I don't any one else having the same problem. Does anyone know how to fix this? I tried the FLUSHDNS thing but that also didn't work.

Edit: If I try to reopen league, it refuses until I force close via task manager.
