Rift Herald Item Does not Give MS Boost When Successfully Recalling

A few months ago, I posted about the Rift Herald Item not giving the MS boost after using the empowered recall (similar to Baron's) like it was intended to. Even today, the item still does not give the MS like it was originally supposed to. Without the MS boost, it will take a lot longer to get to lane to use the item and means that it's not as rewarding to defeat the Herald since you are sacrificing lane presence to obtain the item.
