No shards for weeks, only key fragments, bug or is this how random works?

Atm I have 5 keys and 2 key fragments, with only 2 skin loots and 2 mastery tokens, 26 blue essence and 148 orange, which is not a lot but I'm just saying so you don't think I melted all the shards. I own only 1 skin that I got in the beginning of this loot crafting biz. Why so many key fragments?
