Riot, change ON hit to BEFORE hit to clarify that calculations are done well before the auto hits on

I've seen so many blocked and cancelled autos lead to broken on hit affects happening even without an on hit. This goes that same for in trasit slows and healing before the hit has even reached the target. We all know that the calculation occurs regardless of whether the missile or attack animation hits and that it's calculated when the attack is SUPPOSED to hit. Seriously some time you can heal before doing any real damage because the on hit is calculated so far before the damage the animation can be cancelled making you think it should not have hit. Either fix the calculation timing and when it happens, or just call it before hit like the trolls do when sportscasting.
