Runes not giving me the proper amount of stats???

Been playing top mainly with a Dominion/Sorcery page. The main rune that seems to not be working correctly is Celerity.

At level 1, I should have +11 AD from being a domination page user and an extra +1 AD from Celerity, yet at the start of the game I only have +11 AD. It gets even stranger the later in the game. I'll have finished boots 2, which gives me +5 AD from Celerity, but i'll only have +14 AD on my character stats window when it should be +16.

Is this just a display bug or am I really be shorted on stats?
