Free week rotation hasn't changed for my friend

So, I was playing with my friend who is new to the game and we have been playing for a couple weeks, and I noticed him using champs who aren't in the free week, but were a while ago. So, I asked him to show me his available champs, and they haven't changed since his account was created. I am curious if this has happened to anyone else, and what he can do.
