I can't even touch my runes

I've been having a bug recently where I can't really do anything to my runes. What happens is that I decide I want to play something other than what my runes are for. So I delete one of my pages and create a new page. Then I exit and ban my champ or pick my champ or talk to my team. Then when I go back to my rune pages all that shows is the top part of the rune page window. So I'm stuck with the one rune page that I had created previously because none of the example rune pages riot created are usefull and I only have one other page. This is pretty tilting.
